A now clause. Grant School staff was allowed Cost

of Living Allowances at Government rates previously and it is considered advisable to state this specifically in the Code.

Insert "if the exigencies of staffing permit".

A new clause. Long leave and passages not to be granted to locally recruited staff or married Euro- pean women teachers with husbands in the Colony

Expenditure on passages to be made only with the approval of the Director of Education.

Provision to be made for the inclusion of any Crown Rent or Land Rent if approved by Director of Education.

Change of wording, limitation of purposes of loans interest on which will be allowed as approved expen- diture, and provision for making interest free loans by Government in special cases.

The expenditure on "Other Charges" to be estimated at the same mtes as normally allowed for "Other Charges" in similar Government schools, and to be ap- proved in advance by the Director of Education,

Now Clause. It is considered ossential to fix an upper limit to the amount of subscriptions other than ordinery fees returnable as income which a school shall have power to charge. As none of the Grant Schools have any regular income apart from Govern- ment Grant and students' focs it appears necessary to allow the schools to collect some extra sub scrip- tions from pupils to defray the cost of major ro- pairs and new equipment, and the axpenses of sports, libraries and medical services which are not provided for by Government Grant. It is considered that

a maximum of 50% of the normal tuition fees should be sufficient for this purposes, and that this source of income would also give the schools some individual financial freedom,

The details of the Provident Fund are now covered in the "Regulations of the Grant Schools Provident Fund", which regulations have been drawn up by the Board of Control in accordance with the proposed new Clause 44 of the Grant Code.
